Լիլիթ Սարյանը մասնագիտացած է սոցիալ-տնտեսական, գյուղատնտեսական և կայուն զարգացման ծրագրերի մոնիթորինգի և գնահատման ոլորտում։
Նրա աշխատանքը նպաստում է հիմնադրամի ծրագրերի արդյունավետության և կայունության գնահատմանը, ինչպես նաև արդյունքահեն մոնիթորինգի համակարգերի զարգացմանը։

Բաբկեն Բաբայան
Փոխտնօրեն, ծրագրերի իրականացման ղեկավար

Բաբկեն Բաբայանը զարգացման ոլորտում ունի տեղական և միջազգային նշանակալի փորձ։
Ավելի քան 16 տարի նա աշխատել է Հայաստանում ՄԱԶԾ (UNDP) գրասենյակում՝ ղեկավարելով համայնքային զարգացման, ենթակառուցվածքների վերականգնման, տնտեսական և գյուղատնտեսական զարգացման ծրագրեր։
Նա ունի ճարտարագիտության դոկտորի աստիճան և սեյսմիկ ճարտարագիտության մագիստրոսի կոչում։

Արմեն Չոբանյան
Տնօրեն

Արմեն Չոբանյանն ունի ավելի քան 30 տարվա փորձ միջազգային զարգացման ոլորտում՝ զբաղեցնելով ղեկավար պաշտոններ ՄԱԿ-ում, մասնավոր հատվածում և հասարակական կազմակերպություններում։
Մինչև 2019 թվականին «Իզմիրլյան» հիմնադրամին միանալը, նա ղեկավարել է UNOPS-ի ծրագրերը Արևելյան Եվրոպայի և Կենտրոնական Ասիայի տարածաշրջանում՝ Ժնևում։
Նա ղեկավար պաշտոններ է զբաղեցրել Կոսովոյում, Սերբիայում, Հյուսիսային Մակեդոնիայում, Խորվաթիայում, Տաջիկստանում, Վրաստանում և Ուկրաինայում։
Արմեն Չոբանյանն ունի տնտեսագիտության, կառավարման և հանրային քաղաքականության ու կառավարման ոլորտներում բարձրագույն կրթություն և գիտական աստիճաններ։

Seda Melkumyan
Senior Program Officer

Seda Melkumyan has more than 10 years of experience in public administration, legal reform, and institutional development.
She specializes in programme development and management, stakeholder coordination, and policy-oriented research and analysis. Through her work, she contributes to the design and implementation of projects.
Prior to joining the Izmirlian Foundation, she held senior positions in Armenia’s public sector. She has also collaborated with international organizations such as the World Bank and GIZ.
She holds a Master’s degree in Law from Yerevan State University.

Lilit Saryan
Senior M&E Specialist

Lilit Saryan has significant experience in the field of development. She specializes in Monitoring and Evaluation of socio-economic, agricultural, community and sustainable development projects in Armenia and internationally. With her work, she contributes to the assessment of the sustainability and effectiveness of IF projects, develops a transparent results- based monitoring system with defined indicators to improve implementation modalities to achieve greater impact in terms of socio-economic improvement. She holds Master’s in Political Science and International Affairs Degree from the American University of Armenia and a BSc degree from the Yerevan State Linguistic University after V.Brusov.

Babken Babayan
Deputy Director, Head of Program Implementation

Babken Joined the Izmirlian Foundation with highly significant experience in the field of development both locally and internationally. For more than sixteen years he has been working with the UNDP office in Armenia heading various projects aimed at community development, infrastructure rehabilitation, economic (SME) development, agricultural / value chain development, etc. He holds Doctor of Engineering degree from the Yerevan State Institute of Architecture and construction, and Master of Earthquake Engineering degree from the American University of Armenia.

Armen Chobanyan
Director

Armen Chobanyan has over 30 years of experience in international development, having held senior positions with the United Nations, the private sector, and NGOs across Eastern Europe, Asia, and Africa. Prior to joining the Izmirlian Foundation in 2019, he served as Head of Programme for the United Nations Office for Project Services (UNOPS) in the Eastern Europe and Central Asia region, based in Geneva, Switzerland, where he oversaw the implementation of an annual project portfolio of approximately US$500 million.
He has also served as Representative and Head of UNOPS offices in Kosovo, Serbia, North Macedonia, Croatia, Tajikistan, Georgia, and Ukraine. Throughout his career, Armen has gained extensive experience in designing and implementing national strategies, policies, programs, and large-scale development projects across more than 30 countries. His areas of expertise include socio-economic development, public administration, governance, healthcare, education, agriculture, tourism infrastructure, environmental protection, and the rule of law.
Armen holds a university degree and a postgraduate certificate in Economics (1995), a Master’s degree in Management (1996), and a Doctorate (DBA) in Public Policy and Management (2004). He is the author or co-author of several research reports and professional articles on development, management, and economics.
He is married and has four children—two daughters and two sons.

Ջասթին ՄաքԴոնալդը ներկայումս More Development Property Co. ընկերության ֆինանսական գծով ավագ փոխնախագահն է և պատասխանատու է ընկերության հաշվապահական գործունեության, ֆինանսական հաշվետվությունների, ներքին վերահսկողության, աուդիտի և հարկային համապատասխանության համար։
Նա իր մասնագիտական գործունեությունը սկսել է Ernst & Young (EY) ընկերությունում՝ Բահամյան կղզիներում, որտեղ աշխատել է աուդիտի ոլորտում։
Ավելի ուշ շուրջ 15 տարի աշխատել է Իզմիրլյան ընտանիքի գրասենյակում՝ որպես ֆինանսական գծով ավագ փոխնախագահ։
Նա նաև Bahamas National Trust կազմակերպության ցմահ անդամ է։
Ջասթինը ավարտել է Աքադիա Համալսարանը՝ ստանալով բիզնեսի կառավարման բակալավրի աստիճան։ Նա ԱՄՆ-ում վկայագրված հանրային հաշվապահ (CPA) է և լիցենզավորված հաշվապահ Բահամներում։

Justin is currently the Senior Vice President of Accounting of the More Development Property Co. He is responsible for the overall management and oversight of More Development’s accounting department. This includes responsibility for the general accounting functions as well as financial reporting; internal controls and audits; and tax and regulatory compliance.

Prior to joining More Development, Justin’s career started at the Big Four accounting firm of Ernst & Young (EY) in Nassau, Bahamas. At EY Justin worked as an audit staff, senior and manager in the company’s audit and assurance department planning, executing, and completing audits for various clients with specialization in the financial services, health care, and hospitality sectors. Justin then spent the next 15 years working in various roles at the Izmirlian’s family office in the Bahamas. As the SVP of Finance, Justin was responsible for the group’s overall budgeting and forecasting; financial reporting; internal controls and audits; and tax and regulatory compliance.
In addition to his role on the Board of Trustees of The Izmirlian Foundation, Justin is also a lifetime member of the Bahamas National Trust (BNT). The BNT is a non-profit, non-government, membership organization that manages the country’s nation parks and is dedicated to conserving and protecting the Bahamian environment.
Justin graduated from Acadia University in Nova Scotia, Canada with a Bachelor of Business Administration. Justin is a U.S. Certified Public Accountant (CPA) and a Licensed Public Accountant in the Bahamas.

Ներկայումս նա կենտրոնացած է Մայամիի Wynwood թաղամասում խոշոր բազմաֆունկցիոնալ նախագծերի և Հայաստանում գյուղատնտեսական նախաձեռնությունների զարգացման վրա։
Բարեգործական և կրթական գործունեության շրջանակում նա հանդիսանում է մի շարք ոչ առևտրային կազմակերպությունների խորհրդի անդամ և «Իզմիրլյան» հիմնադրամի հոգաբարձուների խորհրդի նախագահ։
Նա նաև Ջորջթաունի համալսարանի Մաքդոնաֆի բիզնես դպրոցի խորհրդի անդամ է և Թաֆթ դպրոցի հոգաբարձուների խորհրդի նախագահ։
Պարոն Իզմիրլյանը ստացել է ֆինանսների և միջազգային բիզնեսի բակալավրի աստիճան Ջորջթաունի համալսարանում և արժանացել Երևանի պետական համալսարանի պատվավոր դոկտորի կոչման։

Sarkis Dikran Izmirlian is a long-term global investor with more than three decades of experience building, operating, and overseeing diversified investments across the United States, Western and Eastern Europe, Latin America, the Caribbean, Africa, Asia, and Australasia. His investment activities span multiple sectors, including real estate investment and development, commodities trading and processing, agricultural equipment manufacturing, technology, and financial services.

Mr. Izmirlian serves as Chief Executive Officer of many of the businesses in which he invests, where he is directly responsible for defining value-creation strategies and overseeing their execution. His real estate investments have included agricultural land in Argentina and Eastern Europe; shopping centers and industrial parks in the United States; major commercial office assets such as More London, a thirteen-acre, three-million-square-foot office complex fronting the River Thames adjacent to Tower Bridge; and landmark hospitality projects including the Hilton London Tower Bridge, Baha Mar in The Bahamas, and the highly acclaimed AREV in Saint-Tropez. His current focus includes the development of large-scale mixed-use projects in the Wynwood district of Miami, Florida, as well as significant agricultural initiatives in Armenia.

Mr. Izmirlian began his professional career at J.P. Morgan, where he developed a rigorous foundation in global investment analysis, capital allocation, and long-term value creation. He subsequently joined the Izmirlian Group of global businesses – founded in 1902 – progressing through the organization before ultimately succeeding his father in leading the group’s overall investment strategy and management.

In parallel with his business activities, Mr. Izmirlian is deeply committed to philanthropy and education. He serves on the boards of several nonprofit organizations and is Chair of the Board of the Izmirlian Foundation, established in 1990, a family charitable organization dedicated to the preservation and advancement of Armenia, the Izmirlian family’s ancestral homeland. The Foundation’s work focuses on education, healthcare, economic development, and technology-driven innovation.

Reflecting his longstanding commitment to education, Mr. Izmirlian serves on the Board of Georgetown University’s McDonough School of Business and is Chair of the Board of Trustees of The Taft School in Watertown, Connecticut.

Mr. Izmirlian holds a Bachelor of Science degree with a double major in Finance and International Business from Georgetown University and is a graduate of The Taft School. He has also been awarded an Honorary Doctorate by Yerevan State University.
